Mobile data is working as intended when the right line and apps can connect under the chosen policy, restricted apps stay restricted, and usage remains within the expected range for the billing cycle. Measure those outcomes separately. A single total cannot tell you whether the right app used the data or whether a control actually worked.

Write the intended behavior in measurable terms

Name the billing-cycle dates, monthly allowance or budget, active SIM or eSIM, roaming policy, apps allowed to use cellular data, apps allowed background data, and any warning or limit. Replace vague goals such as "use less data" with a threshold: for example, the work line should stay below a chosen amount by the midpoint of the cycle, and a video app should use cellular data only when deliberately enabled.

Choose two sources of evidence. Use the carrier's portal, app, or statement for the billable total. Use the phone's per-app and system-service views to diagnose where data went. Apple advises checking with the carrier for the most accurate current-period usage. Google notes that the phone and carrier may measure usage differently. Record both without forcing them to match exactly.

Run a small controlled test

Turn off Wi-Fi and confirm which SIM is selected for mobile data. Record the carrier and device totals, then perform a small, repeatable action in one allowed app. Wait for each counter's normal reporting delay and record the change. Next, choose a nonessential app that should be blocked from cellular data and confirm that the same kind of action waits for Wi-Fi or fails clearly. Do not generate an overage or test roaming in a location where charges are uncertain.

On iPhone, review per-app cellular data, system services, Wi-Fi Assist, and the selected cellular line. On Pixel, review total and per-app usage, warning or limit settings, background data, and roaming. If an app shows unexpected use, check whether the transfer occurred in the background, through tethering, or through a system service before changing multiple settings.

Score performance across the billing cycle

Track four measures: connectivity success for allowed apps, block success for restricted apps, device-versus-carrier variance, and pace against the cycle budget. Review them at the same interval each week. A one-day spike after an update or backup may not represent the whole cycle; label the event and watch whether the pace returns to normal.

A simple status can help: green means allowed and blocked tests both pass and the usage pace is within range; amber means behavior passes but the pace or measurement difference needs explanation; red means a restricted app can use cellular data, the wrong SIM carries traffic, or projected usage exceeds the agreed threshold.

Improve the setup without erasing the evidence

Change one control at a time and preserve the prior value. Do not reset device statistics until you have saved the old reading and know why a fresh baseline is needed. After a change, repeat the controlled test. Review the measurement plan after a carrier, SIM, phone, operating-system, or plan change. The aim is a repeatable explanation of what happened, not a perfect-looking dashboard.
